At Penn GSE, financial support is the norm, not the exception. Whether you’re pursuing a master’s or doctoral degree, our comprehensive aid programs provide multiple avenues to support your education. We work to remove financial obstacles that stand between you and your educational goals, offering need-based aid, robust scholarships, fellowships, and assistantships to support your journey.

DEGREE-LEVEL FUNDING
All full-time master’s degree applicants are automatically considered for Penn GSE merit-based scholarships and Dean’s Fellowship, a robust half-tuition scholarship. In addition, most full-time master’s students receive direct funding support from Penn GSE through need-based aid, assistantships, fellowships, or special recognition awards—many of which can be combined to maximize financial assistance.

EXPLORING LOANS AND FEDERAL AID OPTIONS
Penn GSE students are encouraged to explore a variety of loan sources, including both federal and private options. To access federal graduate PLUS loans, work-study opportunities, and determine eligibility for Public Service Loan Forgiveness (available for qualifying careers), students should complete the Free Application for Federal Student Aid (FAFSA).

VETERANS AND MILITARY FUNDING
Penn GSE proudly supports active-duty service members and participates in the Yellow Ribbon Program, which provides unlimited $15,000 matching awards to eligible students, and offers flexible degree programs designed to help you balance service commitments.

Funding and financial aid for students like you
The majority of our students receive financial assistance directly from Penn GSE from a $21M total financial aid budget. In 2025, 54% of admitted students were offered scholarships, with the average master’s student receiving a $20K award.
